A very nice little VESTA HOLDER with striker on the base. It is engraved .... "Northern Echo Paper". I would imagine that this was a brand of Cigarette Papers...perhaps you purchased so many of the packets and received this free, or at a special price. This piece looks more 1930's or 1940's and may have been made to hold the small flat matches packets.
